Pér Ǐä Nêōw (/pɜ́ː/ /aɪ̯̌æ/ [olive] [buttocks; ass]) is a subtropical Town located in the Fǎshfoīy Region of the Confederation of Goblin Tribes.

The name Pér Ǐä Nêōw is derived from the Goblin language, as Pér Ǐä Nêōw was founded by Griffin Wyn Gerain, who was culturaly Goblin.

Climate

Pér Ǐä Nêōw has a yearly average temperature of 14°C (57°F), with its average temperature during the summer being a warm 28°C (82°F) and its average temperature during the winter being a cold 1°C (33°F). Pér Ǐä Nêōw receives an average of 218 cm/y (85 in/y) of precipitation, most of which comes in the form of snow during the pleasantly short winter months. Pér Ǐä Nêōw covers an area of nearly 6 km2 (2 mi2), and an average elevation of 3122 m (10242 ft) above sea level.

Overview

Pér Ǐä Nêōw was founded durring the late 12th century in fall of the year 1055, by Griffin Wyn Gerain. The establishment of Pér Ǐä Nêōw was somewhat plagued by a lack of willing colonists, leading to Griffin Wyn Gerain electing to pay people to resettle in Pér Ǐä Nêōw.

Pér Ǐä Nêōw was built using the conventions of Goblin durring the late 12th century. Naturaly, all settlmentss have their own look to them, and Pér Ǐä Nêōw is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Pér Ǐä Nêōw is is constructed arround a series of narrow cobblestone mainstreets which form overlapping circles, with smaller strait roads linking the circiles to eachother at varrious points. The town posesses a fortified albit thin wall of querried stone. This wall posesses most of the features of a castle wall, though it is constructed from cheeper inferior stone. It would pose a minor chalange for an attacking army, though it's clear the wall's true purpose is to crush the hopes of bandits and marauders. Pér Ǐä Nêōw's failry decent fortifications are suffering from significent damage, so much so that examples can be pointed to no matter which section one might have within their line of site, and most of which render sections inoperable at present.

They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Pér Ǐä Nêōw's parks.

Pér Ǐä Nêōw has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Pér Ǐä Nêōw.

Pér Ǐä Nêōw has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.

Pér Ǐä Nêōw has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.

Pér Ǐä Nêōw has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Pér Ǐä Nêōw's public wards, blessings, and other arcane systems.

Pér Ǐä Nêōw possesses a Galvanic Power Grid, which brings galvanic current to most if not all buildings in town, and permits a great many consumer goods to function within the Town. Pér Ǐä Nêōw's grid is powered by mana accumulators.

Pér Ǐä Nêōw has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Pér Ǐä Nêōw's natural decorations nor waterways.

Pér Ǐä Nêōw has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Pér Ǐä Nêōw has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Pér Ǐä Nêōw's bank was built using a different architectural style from the rest of the town. The style used is best known for its striking sculptural forms and often dazzling ornamental detail that characterizes the buildings general shape. The radiant colors, rich patterns, and symmetrical silhouettes employed by this style were backed up by rich decorative features including gardens, courtyards, extruded arches, domes, pointed domes, vaulted ceilings, elaborate painted and inlaid designs, and decorative sculptures.

Due to the actions of local Kami, summer is skipped in Pér Ǐä Nêōw.

The Howler near Pér Ǐä Nêōw are known to be more aggressive than normal.

Pér Ǐä Nêōw's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves long periods of drunkenness to channel Summoning energies of tier 3 via moments of science.
